This is a travel card -- or work ticket -- which indicated that its bearer was an ITU member in good standing.
It was a common practice for typographers to travel from workplace to workplace -- often city to city. The craftsman would show the card, and then be accepted by union members, who would endeavour to find him a position in a unionized shop, or if he did arrive with prearranged employment, would certainly accept him without question.
